Weihai mobile communications industry GDP is2-3times to Weihai GDP inthe recent ten years. However, in recent years, with the stability of thecompetition of Weihai mobile communications market and the reduce of market,the stock of the various mobile operators in terms of the market has become moresaturated, the rapid decline in revenue growth and operating companyKPImanagement system, making the three mobile operators on the existingmarket fierce competition, which led to duplication of infrastructure constructionand disorderly price war and even vicious competition. Results of thisre-operating companies, the development of light market not only waste a lot ofpublic resources, also undermines the interests of consumers.Meanwhile, as the basic cause of social sharing, government reform andinnovation, is crucial in many government regulation of the industry, the mostprominent contradictions in the mobile communications market, market-orientedprocess most concern. How to regulate the mobile communications industry isdirectly related to the development direction of the mobile industry and marketcompetition.On the one hand, the Government, as the owner of mobile communicationenterprise to design the system for mobile communications industry had aguiding role for market competition; on the other hand, the Government, as themanager of market, produced management regulations for mobilecommunications enterprise and strategies choice had a major role for the healthydevelopment of the mobile communications industry. Therefore, the authorsstudied abroad in the relevant literature on the basis of the status quo by Weihaimobile communications market analysis, and actively explored a suitablecompeting model for Weihai mobile operators, meanwhile, Weihai governmentregulation were proposed in reference of the regulation of the communicationsindustry experience of developed countries.The article contains four parts, the first part is the introduction, it expoundstopic on the background and significance mainly, meanwhile, the relevantresearch at home and abroad are summarized. The second part analyses the problems existing in the weihai mobile communications market competition, andmakes the research on the causes of these problems analysis on the basis ofmobile communications market competition situation; The third part, designs forthecompetition mode of mobile communicateons industry and the government ofweihai related system supporton the basis of the second chapter, through thecompetition mode of theoretical research and the analysis of factors affectingcompetition pattern; The fourth part put forward the strategy of the governmentregulation of mobile communication industry countermeasure and thesuggestionin view of the role of government regulation, through case study andthe experience of American and British countries.
