In the knowledge economy, talent competition represents the competitiveness ofenterprises. Talent is the cornerstone of enterprise development. It can create andmaintain the enterprise core competitiveness and sustainable development of thepower source. Talent plays a vital role in the survival and development of enterprises.It’s a major task for enterprises to effectively evaluate talent, fully develop and utilizehuman resources, improve the investment income of Human Capital, support a strongdriving force development for business innovation.In the existing literatures, study on the talent evaluation focuses more on themeasurement of personality, and neglects that talent evaluation is also a system ofmanagement activities. Many managers are lack of knowledge on the talent evaluation,and don’t know how to performance personnel evaluation management activities.This article is based on the reality confusion, reference ideological CapabilityMaturity Model, construct of CMM-based People Capability Maturity Model(PE-CMM).In this case, it can provide enterprises with the guidance of theory andpractice.Based on the theory of literature review, this paper first introduces the theory oftalent evaluation and development, defines the concept of talent managementevaluation, and analysis the management talent evaluation and significance of themain content. Then, it introduces the content and structure of CMM model, andproposes the reference of CMM model. Again, it constructs People CapabilityMaturity Model (PE-CMM) based on CMM, analysis the behavioral characteristics,the process domain and key actions of each grade, and proposes each optimizationstrategy for improvement. Finally, this article applies the PE-CMM model into Talentmanagement case study evaluation of A company, analysis the existing problems ofenterprise talent evaluation, proposes optimization strategy. It fully demonstrates thatPE-CMM model is reasonable and practical for the establishment of enterprise talentmanagement system evaluation. This article is useful for the application of PE-CMM.
