As an emerging business development model, global outsourcing has grown considerably over the last few years and becomes an important way of reducing costs and strengthening core competencies for companies. Talent, the most important resource, fundamentally impacts the width and depth of outsourcing. At present, the lack of professional talent has become the bottleneck which restricts the continual development of outsourcing. In order to solve this problem, outsourcing companies have to assign and use the limited talent resource reasonably, and implement effective talent management.This paper briefed the development process,business scope and development level of global outsourcing first, and demonstrated the lack of professional talent in our country by comparing the situation of outsourcing development between India and China. Given the special requirement and actual talent situation, this paper analyzed and argued the urgency of operating talent management for outsourcing companies.In order to estimate the talent management level of outsourcing companies, this paper used a new conception named talent management maturity, divided relevant maturity levels and figured out their typical features and main tasks. Also, a talent management maturity index system had been set up, and was sure to be reasonable and effective through index selection. Regarding the index power set, this paper advanced a 1-9 scale method based on traditional AHP and 0-2 scale AHP, simplified the application process and lowered the complex of calculation, but no impact on the final result.Taking advantage of grey evaluation model, this paper evaluated the talent management maturity of parts of small and medium outsourcing enterprises (SMOEs) in Wuxi, and mentioned relevant solution and suggestion for the problems found in the research. Practice showed that, grey evaluation model could reflect the advantage and shortage of talent management level of outsourcing companies, which would make the conclusion more targeted.
