Organizational development is one of the key responsibilities of HR function. In particular, a fast-growing company needs a strong organization with excellent talents. Basically, we have only two ways of acquiring talents, recruiting from outside or developing from inside. External development could be a fast way, however, also cause some problems occasionally like high recruitment cost, candidates'unmatchability to the positions and fatal difference on company culture. All these lead to the result that the company would find the unqualification of the candidates and finally result in the failure and the recruitment. A good organization, normally, should be the one which can develop talents internally and make growth on its own. In such an organization, there is a well structured system of talent development. By continuous people promotion, the capability and efficiency of the whole organization could be increased. The backup and succession of key positions could be ensured and individuals could get more chances to develop and promote. The talent pool program has been widely implemented in many big mature multinational companies. The program commits itself to internal development of high-potential people and connect this kind of development with the succession plan of key position, which builds up a good storage of talents to ensure the stability and future development of the company. On the other side, the talent pool program provided more chances and room for individual promotion as well, which also ensures the stability of key employees.Different companies build up the talent pool based their own practice. The thesis will describe the whole process of the foundation of the talent pool, analyze the problems that may occur in the operation of the talent pool and research the methodology and various management tools for the talent pool program in a multi-industry Singaporean group. We attempt to find out the disciplinarian for the talent pool program in common, especially for those companies which cross a variety of industries. This could be very instructive for the future practices.This thesis is very meaningful both on theoretic side and on practical side. On theoretic side, this thesis could verify the principle and methodology of talent pool foundation. On practical side, there are more and more big companies competing in the market. More and more local companies are growing from small/medium size companies to national or even international companies. And many companies are tending to set food in multiply industries. For those large size and fast growing companies, talent development and promotion are becoming more and more important. This thesis's research is based on the exploration and research on a Singaporean multi-industry group, which will undoubtedly be the reference to the likely companies.
