Research On Evaluation Of SMEs Developmental Capacity Based On BSC In Fujian Province

Since the reform and opening-up policy, SMEs in China are developingrapidly, which account for more than99%of total number of enterprises, havebeen an important part of the national economy and play a major role in creatingnational wealth, promoting technological innovation, increasing employmentopportunities and so on. SMEs have becoming the most active micro-economicentity. However, due to management, capital structure and its own strengthdefects, SMEs have high mortality rate and very low growth rate. According tostatistics, the proportion of small and medium enterprises survive no more than5%within5years, the average life of SMEs expectancy were2.9years.Therefore, understanding the development status of small and mediumenterprises clearly and how to evaluate the developmental capacity of SMEssystematically and comprehensively have become an urgent research problem.In this context, this paper takes the developmental capacity of SMEs as anobject, constructs a set of evaluation index system of SME developmentalcapacity and evaluates Fujian SME developmental capacity. Above all, thispaper analyzes the related literature of domestic and international businessdevelopmental capacity evaluation and their shortcomings, putting forward ideasand content on the basis of this study. The next, the author defines the conceptsof SMEs developmental capacity, analyses the capacity elements of businessdevelopmental capability, and comments existing business developmentalcapability evaluation index system and its inadequacy, then explains thedevelopment of SMEs, business developmental capacity, and the theory of thebalanced scorecard. Once more, with both of SMEs’ development capacitybottlenecks and SMEs developmental capacity elements, on the basic oflearning and improving the Balanced Scorecard, from five areas including thefinancial capability, customer capabilities, internal business processes, learningand growth capability and with external stakeholders relations capacity buildingSMEs developmental capacity evaluation index system, and doing analysis andexplanation of the various indicators. Then, according to multi-level, multi-dimensional index system of SME developmental capability evaluation andthe correlation between indicators, the author take the network analysis method(ANP) to calculate the index weights, select fuzzy comprehensive evaluationmethod to do comprehensive evaluation, and combine both methods to buildnetwork fuzzy comprehensive evaluation model. On this basis, through morethan a hundred SMEs’ research in Fujian, according to research data the authorevaluates and analyzes the integrity and industryoriented of Fujian SMEsdevelopmental capacity, then give some policy recommendations to its overalldevelopment according to Fujian SMEs current situation and evaluation results.Finally, pointing out the limitations of this study and the future research directionsand providing a reference value for further research on the SMEs developmentalcapacity.
