The construction of government public projects (hereinafter referred to as “GPPs”)plays a vitally important role in promoting economic and social development. Beingregarded as a kind of public goods, GPPs breed corruption easily when they areallocated by administrative interference measures. Nowadays, bidding systems arewidely used to deploy GPPs resources through competitive mechanism. Judging fromthe present situation, there are some problems beyond neglect in the bidding system ofGPPs. Circumventing bidding are very common, besieging bidding and bid riggingare difficult to prohibit, bidders collude with tenderees, bidders offer bribes to themembers of the bid evaluation experts, corruption is especially serious in biddingsystems. Hence, how to strengthen the force of supervision and to improve thestandard of bidding level remain the principal issues in the construction of GPPs.This dissertation studies the supervision over GPPs bidding, analyzes the statusand the main problems of the supervision as well as the roots which lead to suchproblems. The article finally provides with relevant suggestions on how to enhancethe supervision level over GPPs bidding. The suggestions might be of help to keepcorruption within limits, to improve the qualities of the constructions, and to achievethe maximal benefits and the healthy development of GPPs.The content of the thesis is divided into seven chapters:Chapter1: brief introduction, the researching background, the researchingsignificance, the-state-of-the-art, the researching methods, the definition of GPPs, thedefinition of bidding and supervision, etc.Chapter2: the theoretical basis of supervision over GPPs bidding: the RegulatoryCapture Theory and the Rent-seeking Theory, the content of the two theories and theirapplication in supervision over GPPs bidding.Chapter3: status quo analysis of supervision over GPPs bidding, the developingprocess and present situation of supervision over GPPs bidding, analyzes the main problems of the supervision from three aspects: the supervising power, thesupervising methods and the supervising strength.Chapter4: the main reasons of the existing problems: including the poor lawsand regulations concerning bidding, the irrationality of the supervision mechanismover bidding and lack of monitoring over bid assessment. The chapter focuses on theformer two aspects that lead to the inefficiency on supervision.Chapter5: the abundant experience of foreign governments (esp. American andJapanese governments) on supervision, proposes three constructive suggestionscombining our actual circumstance: improve the framework of laws and regulations,establish scientific supervision mechanism over bidding, and tighten the lawenforcement measures.Chapter6: some suggestions on how to improve the supervision, clarify the basicprinciples and routes of such improving: make legal institution perfect, rationalize thesupervision mechanism, strength supervision and control, improve public supervision,and appropriately arrange regulators.Chapter7: the results are concluded, and the future research is illuminated.
