According to the “Twelfth Five Year Plan”, our country proposed the strategic policyof “priority development of Cogeneration Units in large, medium size cities and industrialparks”. Energy conservation and green are two motifs in the modern world. For its obviousenergy saving and green effects as well as its conformation to the state’s industrial policy,the cogeneration unit has been developed rapidly. It has played an important role indeveloping clean energy, improving our life-standard, boosting the coordinatedimprovement of energy and environment, perfecting heat supply states and eovironmentalquality in winter as well as advancing social service. The main problems of congenerationunits in the thermo corporation of Shandong Haihua Group are: low capicity, out-datedautomaticity, lower economic efficiency than homogeneous plants in power system,inexperienced and low-frequency upgrading staff. Shandong Haihua Group is now facingthe double pressure of low competitiveness from the extensive market competitionenvironment to the intensive resource consumption. Therefore, we must take effectiveefforts to enhance our plants’ economic efficiency and comprehensive market competitionability. That’s what Shandong Haihua Group now should take as a priority.According to the above background, this essay will analyze the development strategyof cogeneration units in Shandong Haihua Group. Through the formulation of effectivedevelopment strategy and its unswervingly implement, it will undoubtedly push the steadygrowth of the economic efficiency in Shandong Haihua Group as well as this enterprise’ssustainable development. The main content include: First, based upon the researchbackground and the raised questions, this essay analyzes the total research idea and method,explaining relevant theories of enterprise strategic management. Secondly, itcomprehensively analyzes all internal and external environmental elements of ShandongHaihua Group, using SWOT analytical approach to analyze the enterprise’s advantages anddisadvantages as well as the opportunities and threats it is now confronted with, eventuallyto formulate rational enterprise development strategy. At last, it draws up the strategicimplementation schemes for the thermo corporation of Shandong Haihua Group under thestrategic objective and the concrete measures combined with the enterprise’s strategy fromaspects of human resource management, production and operation management, securitymanagement, equipment management and enterprise culture.
