Analysis On Pre Bidding Decision Making For Power Generation Equipment Purchase

With the further development of market economy, the competition among enterpriseshas intensified. For manufacturing industry in China, the margins are already wafer-thin.How to enhance the core competitiveness of enterprises in the market under thebackground of economic transition in China, there are many topics that can be studied.Anyhow, the overall aim is to improve the profit, and the high-quality orders are thesource of profit. Now the main way to get purchase orders is bidding for enterprise, and itis an important part of purchasing behavior Therefore, how to analysis the quality of aproject scientifically before bidding to avoid so-called “hot potatoes” becomes thefundamental basis of the project.The traditional state-owned enterprise is normally lack of scientific and effectivetools to make decisions. This paper firstly applies the AHP combined with the actual casesin the company, builds the decision index system, and relies on expert system ofevaluation index weight, then ranks the quality of the project. And secondly it applies theGREY to calculate the index data of the cases objectively, and gets another result.Comparing the two methods, we think a single decision method has a fault that cannot beavoided by itself, for example the AHP can be easily influenced by subjective preference,and the GREY method ignores the differences of importance of index, thus the result isnot accurate.Finally, the author combines these two methods, applies the AHP-GREY, adds theindex weight on objective data analysis, makes the subjective and the objective factorscombined. This way improves the practicability and accuracy, gets a result closer to thefact, and thus provides a mathematical method of pre bidding decision making for theenterprise.
