Low-carbon economy was first to be put forward in2003Britain’s Energy WhitePaper "Our energy future: creating a low carbon economy", after which attracts wideattention and research, low-carbon economy is characterized by "low energyconsumption, low pollution and low emissions", it’s not only an importantmanifestation of the concept of sustainable development, but also an important way toachieve economic transformation. Iron and steel industry, as a pillar industry of thenational economy, exits many problems, mainly reflects in overcapacity and theirrational product structure, from the internal structure, mainly reflecting that thecapacity for ordinary steel products is too much, but the lack of high-end steelproducts self-sufficiency, which has proposed realistic demands for Low Carbontransformation in steel industry. Hubei Province, responding positively on the twelfthFive-Year Development Plan in steel Industry,has conducted a series of measuressuch as technical innovations, eliminating backward production capacity, mergers andacquisitions activity, as a result, make great considerable improvement in the productquality, energy saving and technological innovation. On the other hand, there existhigh carbon emissions, excessive energy consumption, as well as the unevendevelopment level in this region and other issues.In the long run, the government should continuously improve the low-carboncompetitiveness of steel industry in Hubei Province. Firstly, analyze the currentsituation of low-carbon development, with emphasis on comparative analysis, mainlyfrom the perspective of carbon emissions, resource (energy) cost, major air pollutantsemissions, the results show that: in the past few years, the low-carbon developmentlevel of iron and steel industry in Hubei Province has made significant progress, someimportant indicator like energy consumption per ton, carbon emissions has madesignificant improvements. However, there are still a wide gap among Hubei Provinceand other advanced provinces. Meanwhile, through empirical analysis on the WISCO,the conclusions shows that: comparing with low-carbon development level ofBaosteel, WISCO exits many problems, for example,energy efficiency is not high,energy-saving technology is relatively backward, at the same time, lack of knowledgeand education of low-carbon and irrational products structure and other issues.In order to improve the low-carbon competitiveness of steel industry in HubeiProvince, the author proposes a path choice and policy recommendations. Mainly takemeasures in terms of the optimization of product structure, promoting energy saving technology, eliminating backward production capacity as well as the extension onindustry chain, mergers and acquisitions, etc. policy proposals mainly focus oncreating a favorable market environment, the use of policy instruments and promotingindependent innovation and so on.
