The domestic information technology companies are facing several problems,such as low awareness of the human cost estimation, less evaluation methods and lowestimation accuracy. As human cost is the main component of information systemintegration project, accuracy of human cost estimation is the key point to success ofthe project. And it has huge influence on the economic efficiency of informationtechnology companies, products and services market competitiveness etc., soestimating human cost accurately becomes main point of this problem.According to the characteristics of information system integration projects andhuman cost composition, this research finds out the key factors that affect the humancost estimation by analyzing the main factors affecting the human cost. After that, thisresearch uses comparative analysis method to evaluate the common human costestimation methods. With reference to information system integration project ofdifferent types and stages, the COCOMO model is improved. Finally, this researchtakes an actual project as example, and estimate human cost respectively with bothwork breakdown structure (WBS) method and the improved COCOMO model, whichcan deal with information system integration project of different types or at differentstages, and verifies the validity and applicability of the improved COCOMO modelby data comparison.The result shows that the key factor affecting the human cost is the size of project,and determination of the key factor helps to improve the accuracy of the human costestimation. The improved COCOMO model that considering different types of workand stages is with higher human cost estimation accuracy than work breakdownstructure (WBS) method, and the calculation amount is also greater, so it’s moresuitable for large and medium-sized projects. This study provides a certain referenceto human cost estimate of domestic information system integration project, and solvesthe problem of less variety and low accuracy of human cost estimation methods.
