Since the reform and opening to the outside world, military research institutesnot only contribute abundant science and technology production to the nationaldefense industry, but give great help to the national economy. Meanwhile, militaryresearch institutes do the excellent contribute to the socialistic modernization. As forthe institution reformation, military research institutes are difference from other publicinstitutions. It is all because of its special social mission and historical reasons. As aresult, the importance of performance and incentive management also highlightsthe military scientific research institutions in the classification under the reform, basedon this background, this paper aimed at the national defense scientificresearch institutions in the reform of the classification of management research.This study firstly introduces the research conditions of human resource indomestic situation, subject foundation and academic frame. Take example for CAAA,this study present the age structure, educational background, specialty and post ofstaff, analyze the difficulties, opportunities and challenges in the management ofhuman resource in this academy. This study tries to make suggestions and measureson the management of human resource. The first is to scientific talent teamconstruction system, incentive system planning personnel, second is to improve theperformance appraisal management system, strengthen the use of evaluationresults and motivation; the third is to establish a reasonable salary system,expand diversified incentive means.This study makes clear conception for realizing the idea that CAAA must changethe traditional personnel management mode. Upholding people as foundation, themanagement should establish effective system and measures to strengthen thefoundation human resource in basic. To meet the demand on high quality, new typepersonnel in CAAA, it should gradually establish and perfect a motivation stimulatingregulation, competitive selective system, post exchanging mechanism, and promotingand demoting mechanism in performance and incentive management. Analyses thefactors on performance and incentive management, from long-term development ofacademy, thinks that keeping reform can arouse enthusiasm for most of staff increasethe human capital sources and promote the management level for an academy.
