With reforming and opening up, especially since the implementation of the westerndevelopment strategy, how to further promote the social and economic development ofthe western minority in Xinjiang border areas has become the focus and the hotspot ofacademic research. While in the large-scale development of the western region,as well asa new round assistance to Xinjiang, how to fully exploit superior resources in Xinjiang,and promote the overall socio-economic development in Xinjiang has also become aproblem of public concern.There are abundant natural resources in Xinjiang, but the level of socio-economicdevelopment is lagging behind, especially the lower quality of the population, the lackof talent, and the relative lack of human resources development. Especially in theminority ethnic areas and remote rural areas, limited by the geographic location andtraffic conditions, the exchange with the outside world has blocked, and the level ofindustrial structure is lower. This is still far from the requirements of the new socialistcountryside construction. To improve this situation, the central government has proposedthe strategy of a new round assistance to Xinjiang involving the central and19provincesgovernment. However, from the practical view of the existing human resources inXinjiang, there is a certain gap of the docking requirement that is the formation of thenew industry and the new society since the assistance to Xinjiang.In this case, if the adjustment of the human resource structure lag the adjustment ofthe economic structure and the number and the structure of human resources can not adaptwith the general requirements of the assistance to Xinjiang, it will generate the structurallinking failure. Therefore, we must attach great importance to the human resourcedevelopment planning problems (particularly the human resource development in ethnicminority areas). Implement the linking up between the human resources of the recipientregions and the new model of industries and development. Achieving leaping developmentin Xinjiang is very important.The first chapter, the introduction part introduced the topic background andsignificance of paper selected and defined the the research ideas and methods; Firstchapter discussed the difficult points and possible innovation points and the structure of the paper design and summarizes the main conclusion, this paper expounds the relevanthuman resource development and sustainable development theory.The second chapter discussed the present situation of human resources developmentof southern three region of Xinjiang under the leapfrog development background,and putsforward countermeasures and Suggestions for theoretical support.The third chapter analyzed the relationship between the human resources and theregional economic growth theory; Design corresponding economic model, using theregression analysis method to analyze the human resource contribution to economicgrowth in kashgar and hotan region and further discusses the role of human resources inregional economic development of southern three state of Xinjiang.The fourth chapter based on the analysis of the causes in the present situationofhuman resources and discussed the problems in the human resources development ofthree state of southern Xinjiangand based on the existing problems puts forward thecountermeasures and Suggestions.
