With the acceleration of global financial integration and the deteriorating of financialcompetitive environment, the business strategy of commercial bank to deal with theenvironment, reduce costs, improve efficiency, and enhance their core competitivenessincreasingly based on the integration and innovation of management model. After theconcept of "Process Bank" was proposed for the first time in the "Shanghai Banking FirstAnnual Compliance"by Liu Mingkang, who was the chairman of the China BankingRegulatory Commission in October2005, China Banking Regulatory Commission hasrepeatedly stressed that the commercial banks in China should rebuild the managementsystem, construct process bank. July1,2011, the CBRC issued the "The guidance for ruralbank to build process bank". This document states that the rural commercial banks in Chinashould build process bank steadily, by way of promoting rural banks to accelerate thestrategic transformation, guarding against financial risks effectively, enhancing the corecompetitiveness continuously, in order to establish management system and mechanismwhich is adapt with the market positioning, organizational characteristics, business scale,management infrastructure and development stages gradually. Thus, it has become astrategic choice for the Rural Commercial Banks in China to construct process bank andachieve sustainable development during building appropriate management model andachieving management innovation.It is in this context, this paper discusses the issue of how to build the managementmodel for the purpose of achieving its change from the current "sector banks" to "processbank". The main work has been completed as follows:First, based on the detailed overview and sorting by content analysis about differentunderstanding of the management model,which were given by the typical domestic andforeign scholars in recent years, this paper gives a more clear and explicit definition of theconcept and build its structural model.Second, faced with the urgent change need from "sector banks" to "process bank"forrural commercial banks in China, with the concept and structure model of managementmode given in the above as the theoretical foundation, meanwhile, combin the requirementsof building process bank and the domestic and international experience in the constructionprocess, We build a basic framework and its design of management model for RuralCommercial Bank, based on the premise of the construction of process bank. Third, using the case of BinHai Bank building process bank to verify this managementmodel constructed in the above, and using the balanced scorecard to evaluate itsperformance simply. Finally this study made some recommendations, according to thedeficiencies and defects in the process of building.Overall, in this new perspective of management model of Rural Commercial Bank,this study attempts to discuss the hot issue of how to build a processing bank, provided as atheoretical basis for the future research.
