H Rural Commercial Bank was upgraded from rural credit cooperatives in 2011.In recent years,it has developed into the financial mainstay in serving agriculture,animal husbandry,small and micro enterprises in city and county-level cities,the service outlets are located in urban counties and towns,the financial strength is relatively strong,and various businesses continue to develop rapidly,significant results have been achieved in supporting local economic development.However,behind the transformation and upgrading of the rural commercial banks,it still has problems of weak competitiveness,weak risk management ability and unsound management system and assessment system in terms of management level,human resource reserve and financial innovation.With financial diversification becoming more and more obvious,Customized demand,diversified products,and normalized changes have gradually evolved into the basic characteristics of financial markets,and competition among banks has diversified.Compared with the increasingly competitive market,the assessment performance of H Rural Commercial Bank still adopts a single financial-oriented traditional indicator evaluation model,over-emphasizing financial indicators such as profit income and neglecting factors such as employee growth learning and so on.The existing performance evaluation system lacks a clear strategic orientation and it is difficult to meet the needs of H Rural Commercial Bank's all-round sustainable development.Based on the theory of balanced scorecard,combined with the actual situation of H Rural Commercial Bank,this paper studies the strategic goals and performance indicators of its long-term development,and builds four dimensions of finance,customer service,internal process,learning and growth,and then hrough the analytic hierarchy process,different weights are given to each dimension,analyzes the key factors of each dimension and the importance of the index values,and explore the construction of a performance appraisal and evaluation system suitable for the development requirements of H Rural Commercial Bank.
