Research On The Tactics Of Opening Guangdong’s Government Procurement Market Under The GPA Framework

WTO " Government Procurement Agreement "(referred as GPA) is the most importantinternational government procurement regulations, aimed at opening up governmentprocurement market among countries and expanding the scale of international trade.andwhich also own the effect of supporting on the infant industry in a closed economy. Openingup the market of a State or local government procurement, which will change the structure ofits government procurement and have an impact on its macroeconomic and microeconomicsubject in the area. At present, China is in negotiations to join the GPA and in the fourth bidslist which submitted in2012, China clearly states that the Guangdong as one of the procuringentity intends to pilot the first batch of opening up of China’s government procurement.Before the official opening of government procurement, which has important practicalsignificance to analyze the economical impact of opening of the Guangdong governmentprocurement markets and so as to make the related subjects adapt to the situation of tradeliberalization in the field of government procurement as soon as possible and coping strategiesto improve the legal system of China’s government procurement.This paper studies as follows: Firstly, the status of the Guangdong governmentprocurement market and its problems; Secondly, the analysis of economical impact ofopening government procurement markets of Guangdong under the GPA framework,mainlyin three aspects:(1)through statistical data, analysis the changes of import and export tradethrough the impact of opening the market of Guangdong government procurement;(2) fromthe perspective of industry, focuses on the impact of supporting effect of infant industries inthe closed and open economy;(3) the impact of the parties who involved in the market ofGuangdong Government Procurement. Conclusion: Once opening up governmentprocurement markets of Guangdong, which will result in a greater impact and challenges forimport and export scale, the development of related industries as well as governmentprocurement parties; Finally, coping strategies or Tactics for the opening of Guangdonggovernment procurement market based on the conclusions of the above analysis.
