With the rapid development of the iron and steel industry, the high-skilled talents asthe most important part of HR have been the key constraints of these impacts of iron andsteel industry development. After economic risks in2008, iron and steel industry marketsituation is very serious, facing excess production capacity and environmental pressureproblems, under that background iron and steel industry must change the productionpattern, promote the quality of products and enhance the market competitiveness. Itdemand higher requirement for high-skilled talents in first production line. But at present,there are a lot of problems such as deficient quantity, unreasonable structure, and lowcomprehensive quality and so on. Therefore, accelerating the growth of the high-skilledpersonnel state-owned iron and steel enterprises is imminent.In order to speed up cultivating the high-skilled talents for state-owned iron andsteel enterprises, this thesis based on the Tangshan iron&steel group as the researchobject, it studies the high-skilled talents growth and development. At the first, this studydefined high-skilled talents, explored essential and characteristic of high-skilled talents.And analyzed the influence of the factors on the growth of high-skilled talents, and thenfound out the rules for the growth of the high-skilled talents. Based on the mentionedworks, the growth path of high-skilled talents conducted a more detailed classificationwith the career life cycle. On the basis of the analysis of Tangshan iron&steel groupdevelopment background, development goals, development ideas, combined with theconstruction of high skilled talents in Tangshan iron&Steel Group to carry out empiricalanalysis. Point out that the high-skilled talent team construction of Tangshan iron&SteelGroup exists focusing on the degree concept which it is very deeply. High-skilled talentstraining mode need to be improved and it lack of the effective incentive mechanism, etc.From the following several aspects put forward improvement measures of high-skilledtalents construction of Tangshan iron&Steel Group: establishing the important status ofhigh-skilled talents, broaden high-skilled talents career path, building scientific andeffective training path.
