With the rapid development of society and technology, nearly all kinds of industriesneed workers with high professional skills. Companies pay more and more attention onthe quality of vocational skills identification. In the original open management model,identification is almost a mere formality and those implementations of standards are notstrict which made high error rate and low efficiency. So this kind of management modelcan’t meet the needs of the modern enterprises’ authentication institution. However, asthe product of modern management science, refined management has been recognizedand used by more and more managers. In order to improve the quality of identification,reduce the intensity of the work management, improve work efficiency, and reduce theerror rate, this paper applies refined management in the vocational skills identification ofstate-owned iron and steel enterprises, and used refined management idea, mode,methods to guide training. This paper tries to combine theory with practice, and takesdemonstration research as the research method to explain as follows: Firstly, examinedthe status and problems of state-owned iron and steel enterprise occupational skill testingand its’ Characteristics from several aspects and depth analysis of the advantage ofrefined management practices. Explore the necessity and feasibility in the application ofprofessional skill among the refined management of state-owned iron and steelenterprises by System analysis method. Secondly, some of the basic ideas and principlesof the refined management are routing, information, systematism and standardization. Onthis basis, I propose some measures of the state-owned steel enterprises to vocationalskills identification and made detailed description: First, through investigation and dataanalysis revealed the presence of occupation skill appraisal problem; then, offerred theway to deal with a situation in the light of these problems;at last, apply the fishbonediagram analysis to construct the application-results-test–indicator-system for theapplication of refined management in the vocational skills identification from enterprisedevelopment, staff growth, deviation control and work efficiency. At last, combined withthe status of Tangshan iron and steel company applicates refined management to itsmanagement of vocational skills identification, and analyses its application effect.
