In recent years competency research as a new theory of promoting human resource management work has been paid widespread attention, and gradually it has become a highly discussed research question in the field of human resource management, psychology and other disciplines. But the research of competency model on catering service management personnel at the grass-roots level has yet to be involved. In the view of this, this study based on the theory of competency and competency model. Taking XY catering co.ltd as an example, researchers have stayed in the field for three months. In order to get the competency model of the catering service management personnel at the grass-roots level, researchers adopted Task Analysis, Behavioral Event Interview, Expert Opinion and Questionnaire Method, and combination of qualitative research and quantitative research as well as the application of a variety of data processing methods to carry out a systematic and deep research about the competency characteristic of catering service management personnel at the grass-roots level, which provided a preliminary empirical basis for the study and the application of the competence of China’s catering industry service management personnel at the grass-roots level.This study firstly probes into the importance of the construction of competency model of catering service management personnel at the grass-roots level. Secondly sums up the theory of the competence study, methods to set up the competency model and studies of competency model about this post, through the interview about performance of12outstanding person and eight general behavioral person, encoding for interview text,getting task breakdown and job task model; Again according to the competency dictionary to translate work elements into competence elements, and release a large number of16PF questionnaires and please experts to clean-up the competency check list to form the first finalized draft of the formation of competency check list. Finally, release a large number of finalized competency check lists, and processing the questionnaire with statistics, getting the competency model of the catering services management personnel at the grass-roots level. Using structural equation model, it is concluded that each of the competencies of its subordinate to the competent group characteristics and the relationship between the competence characteristics, the relationship between the model and the idea of validity is good, and the model is stable.The end result is:the catering service management personnel at the grass-roots level of competency model contains the character of leadership which includes monitoring, team integration, interpersonal communication, execution ability, problem solving, motivating; personality characteristics which includes self control, service oriented, achievement orientation, and organization; and the character of knowledge skill which includes work skills, attention to detail, professional knowledge and information analysis. There are3three competence characteristics and14competence factors.This study enriched the construction method of the competency model, and the Structural Equation Model on catering services at the grass-roots level managers competency model will provide important practical application with personnel recruitment, training, and performance management, etc.
