In recent years, the real estate industry in China is developing fast, andcompetition in construction market is becoming increasingly fierce, as a result,procurement of construction Goods has becoming a part of the carrier of rent-seekinginterests of all parties, and the conditions of construction Goods procurementmanagement for the real estate enterprises in the programme environment is beingmore severe. Based on the above facts, this paper proposes the procurementmanagement model for the real estate enterprise programme, and ways to assess andevaluate its feasibility and effects. Through literature analysis, starting from thetraditional and current procurement mode, combined with practice, this paperproposes procurement management mode of programme, with the employer asdominant organization of the purchasing management, focusing on the centralizedpurchasing mode, complemented by the third party logistics purchase(TPL)andjust-in-time purchase (JIT). Meanwhile, this paper also proposes correspondingways to assess the feasibility and effects of the centralized purchasing of variousconstruction Goods, on the basis of Analytic Hierarchy Process (AHP) and LinearProgramming Model. Then, this paper gives an empirical study of the two ways onthe centralized purchasing of elevators in a programme. At last, this paper summarizesthe research and forecasts its future. This paper first analyzes feasibility of thecentralized purchasing and evaluates its effects with the ways of Analytic HierarchyProcess (AHP) and Linear Programming Model. AHP can assess the feasibility ofcentralizing purchasing model systematically, comprehensively, considering both theobjective and subjective factors. Linear Programming Model, whose data source isobjective, is appropriate for the Procurement Cost Management-orientedpolicymakers to make quantitative analysis, facilitating managers to make policestargeting at the centralized purchasing considering both the conditions of theenterprises and market.
