Project management is a modern management technology, is the combination of engineering and technology, management theory and project practice, it has been widely used in many industrial countries. Summary of project management theory from the management of the project work, project schedule management, cost management as an important part of project management, is a particularly suitable for those heavy responsibility,relationship, time is tight, a one-time task much fewer resources management method.Customs as a government department, along with the need of social development, and constantly increase the import and export business, there are many aspects of businessreform, adjustment of laws and regulations,such as software development project plan, but due to the actual situation, a series of restriction of government agencies and personnel management system of state-owned property management projects, the lack of talent flow,the project cycle long, the person responsible for the change over, there has never been a management method of the system, resulting in project costthe standard, slowprogress, which greatly affects the foreign customs clearance efficiency, therefore to the appropriate mature project management experience and measures needed stronger.Cross-border customs clearance system project based on the huangpu customs earlier work based on the actual situation, in view of the current cross-border customs clearance system project in the existing problems in cost management, schedule management, explore some of the ways to facilitate project management, to the next phase of the project is put forward specific measures, and to further improve the cross-border customs clearance system project management system to provide reliable basis, as wellas customs and part of the government departments to formulate the corresponding management measures to provide appropriate management methods. This article first discusses the project management related theory, this paper introduces the basic methods ofproject management. Again through cross-border customs clearance system project asthe research object, the two aspects of the project cost management, schedule management, a detailed analysis of the problem diagnosis, combining with the work breakdown structure, gantt chart, and earned value management method to research project, combined with budgeted cost of work has been completed, the actual cost of the work completed and planning the budget of three aspects of cost, painting the pattern of the cost schedule change, form the dynamic management of the project; Problems found bymanagement and work out some measures of project control, and take relevant measu res to project cost and schedule control, finally through the analysis of results after implementation of the measures to prove the feasibility and effectiveness of this method. Through the project research, guidance on the practice of project well, guarantee cost and schedule as planned, but also for the customs of each work plan in the futureto make the corresponding measures.
