The Study Of Backwardness Advantage And Harmonizing Economic Development Of The Economic Region In The Western Coast Of Taiwan Strait

With the accelerating of economic globalization in the21st century, China hasget remarkable achievements in economic development, prosperous economic arepresent in various region, and economic competition structure with regionaleconomy characteristics has begun to form. As an important part of regionaleconomy in China, the Economic Region in the Western Coast of the Taiwan Strait(hereinafter referred to as ERWC) plays an important role in perfect our economicstructure because of its rapid development. In recent years, the CPC CentralCommittee and State Council attached great importance to the construction ofERWC and support it as well. The Party’s Seventeenth Congress and11th Five-yearDevelopment Program both emphasized supporting the development of ERWC topromote regional economic in the whole coast of our country. May2009, the StateCouncil promulgated the "Opinions" to support ERWC further, and it also showedthe direction for ERWC. This makes ERWC strategy turn into a national strategy,which is a major strategic decision made by the CPC Central Committee and StateCouncil based on the new developmental situation. This makes ERWC stand in anew historical starting point.However, ERWC has geographical advantage, but because of historical reasons,its economic development in coastal regions is relatively backward, especially thedevelopment of region economic between cities is very uneven. Therefore, toachieve rapid development in ERWC must first resolve the key issues ofdisequilibrium of economic development. The region’s economic developmentaldisparity is a bottleneck which restrict to the development of ERWC.Through analysis, the author consider that if we want to reduce the disparitiesbetween ERWC from developed region, ERWC must full play its region’s resourcesand location advantages and backwardness advantage, recur to nation policy, reduceregional economic disparities between cities, to achieve harmonized and rapiddevelop the whole economy. Therefore, this paper will analyze the backwardness advantage theory and harmonized development of region economy theory. Secondly,by above mentioned theories, combined with the actual situation of ERWC (mainlywith the economic development of the region’s cities in2008), the paper use AHP toobjective analyze and access the economic development level within the cities, andthen calculate the value of the cities’ comprehensive evaluation. Thirdly, the paperuse Cluster Analysis to classify the cities in ERWC. Fourthly, based on the value,this paper will detailed analyze the reasons of disparities development inter theeconomic region and the backwardness advantage of the backward cities. Finally,based on above analysis, this paper will consider some measures to achieveharmonized and rapid development for backward cities through backwardnessadvantage. And this would be reference for related government branch to makeERWC development strategy.
