As a procedure to improve the overall performance, and to promote each employee toplay an essential part of the initiative, the importance of performance appraisal has beenwidely recognized. In general, controlling costs and reducing consumption were regarded asthe key assessment indicators as for the cost management center, and a number of indicatorsrelated to finance will become the focus of the assessment for the profit center. But for thosevarious functional departments that are not directly involved in the production, don`t generatethe costs and benefits, accrue charges only, the performance appraisal of this kind ofdepartments get embarrassed because of its profits are not directly linked to the limited spaceon cost management, and insufficient rigid assessment indicators. The assessment ultimatelybecome the surface of the article, can not achieve the original purpose of the implementationof the performance appraisal.This paper selects the object of study of Company C M Division, because of the specialnature of the business, the employees’ daily work performance is rather difficult to measurethrough the existing evaluation system, while the scientific results of the assessment can notform an effective feedback, so that performance management will fall into deadlock. In orderto solve this problem, the author problems by analyzing the performance evaluation of thecurrent division status and use of human resources management and performance appraisaltheory, combined with the special nature of its organization and business performanceevaluation based on job responsibilities, and build accordingly help the Division day-to-daymanagement of the performance appraisal system. The focus of this method is that prior to theimplementation of the formal assessment work on a detailed analysis of the jobresponsibilities and formulate positions manual, and then from the business content, workattitude and ability to work three results of such employees to do a full range of assessment toensure scientific and effective line of examination results, but also for the follow-upassessment application provides a good foundation.
