For Shandong Province the12th Five-Year period is not only a critical moment ofbuilding a moderately prosperous society and achieving a new leap forward in enriching thewhole province, but also a crucial period of deepening the reform and opening up andaccelerating the transformation of economic development. The province must continue toseize and make good use of the important strategic opportunity period, and furtherly promotethe optimization and upgrading of industrial structure, in order to accelerate the constructionof an economically strong province. In order to seize this important strategic opportunities toachieve to a pivotal historic spanning in the context of national economic restructuring,Shandong Province should adhere to the guiding principles of economic development thatletting industrial structure adjustment first, in spite of the new progess that the province madein11th Five-Year about the industrial restructuring as a major economic province such asconsecutive increasing for eight years of agriculture, significant achievements ofmanufacturing, progressive improvement in the scale and quality of service sector. In addition,Shandong province has been implementing the strategy that the talent can promote theprovince’s development for several years, and has deeply cultivated and introduced thehigh-level personnel dedicated to push the restructuring of economy relying on the talent, butthe number of the talent has not been enough, so the province still needs to adjust the structureof talents to make the talent’s competitiveness fully exerted. Based on the fact that theexisting talent and industrial structure in Shandong Province both neeed to be completed andthe theory that talent structure should adapt to industrial structure, this paper attempts to makethe talent performance play by giving priority to adjust and improve the talent structure, inorder to spur and promote the upgrading of industrial structure.Firstly, this paper analyzes the requirements about the adjustment of talent structure which can drive the adjustment of industrial structure. Then it analyzes the status quo of talentstructure and industrial structure and the association between them. F inally the goals andmajor initiatives and appropriate safeguards about adjustment of the talent structure aredetermined to build a talent system supporting and promoting the upgrading of industrialstructure. The major initiatives include optimize the talent’s regional structure to improve theindustrial distribution, improve the talent’s industrial structure to develop the key industries,adjust the personnel professional structure to support the merging industries, improve thepersonnel level structure to enhance the basic industries.
