The talents strategy for powerful nation is proposed in the 16th national congress. It was important strategic decision to transform the economic growth mode, to realize "sound and fast development and construct socialist modernization country in the new period. According to our country "the eleventh five-year" plan, We should promote economic growth mode transformation from extensive to intensive, This shift's core is in adjustment of industrial structure and the main is in talent structure adjustment. Transformating economic growth mode, It is a transformation from normal to the human capital of factors of production process from the perspective of production factors, It is a transformation from labor-intensive industries to knowledge-intensive industry from the perspective of the change of industrial structure. The XPCC" the eleventh five-year" plan proposed the strategic goals of the adjustment of industrial structure and the talent strategy. The adjustment of industrial structure require the relevant talent structure. On one hand, the adjustment of industrial structure optimization will depend more on the human capital contribution, to attach more importance to the industrial structure of knowledge value-added, to improve the level of technology. On the other hand, the talented resources development and reasonable allocation provide powerful support for the adjustment of industrial structure, And human strong spillover efficiency promote industrial structure to high-grade direction. Therefore, based on the strategic adjustment of industrial structure and the background of constructing innovative society, Based on industrial structure adjustment need for talents in the knowledge economy era, Focus on the XPCC the eleventh five-year" plan that the adjustment of industrial structure and the talent strategy, From the objective requirement of the adjustment of industrial structure needs for talent structure to match and promote each other, On the ground of relevant theories of talent structure and industrial structure interactive developmen, This thesis used qualitative and quantitative analysis method and established the coupling model of the talent structure and industrial structure, Focusing on the especial problem that the XPCC industrial structure adjustment need for talent structure,Ⅰanalysed that the XPCC talent resource development, the coupling relationship between talent structure and industrial structure by qualitative and quantitative analysis method. Results:on one hand, the XPCC talent resources are not enough; talent structure is unreasonable; industrial structure level is not high and talent structure and industrial structure still are in not collaborative or low collaborative. On the other hand, the XPCC talent structure and industrial structure are strong correlational, But from the angle of view of the regional differences, the coupling of the XPCC talent structure and industrial structure is in the low level, From the angle of view ofthe temporal variation trend, The coupling of the XPCC talent structure and industrial structure are declining,That means that the XPCC talent structure optimization lags behind the adjustment of industrial structure, Namely the talent structure adaptability to industrial structure is weakening.Therefore, the talent resources shortage and unreasonable talent structure are the largest restricting factors for industrial structure optimization and upgrading. Based on the analysis, I proposed the basic thoughts and countermeasures of optimizing the the XPCC talent structure, to realize the optimization of the XPCC talent structure, to accelerate industrial structure adjustment by optimizing the XPCC talent structure and to realize talent structure and industrial structure of benign interaction development.
