Along with our country economic structure into the depth adjustment, the talents asthe carrier of intellectual resources. In order to effectively support the upgrading ofindustrial structure to promote regional economic sustainable development, has becomean urgent need to solve in the current economic development of important issues.From the perspective of synergetics theory, industrial structure and talent agencybelongs to the economic subsystem under two simple system, both have very strongaffinity, industry structure and talent structure interacts between the two subsystems,and thus the economic this a series of impact on overall subsystem, economicsubsystem disorderly to orderly change, namely, realize the sustainable development ofeconomy.Theoretical research:①In this paper, the research status at home and abroad andthe literature from different angles, and the talent, talent structure and industrialstructure and so on key words defined;②This paper expounds the general interactionmechanism of the industrial structure and talent structure, i.e., the optimization ofindustrial structure to guide the talent structure, personnel structure, promote theupgrading of industrial structure;③Based on the reference to domestic and foreignscholars study the research method of the dynamic adaptation degree, on the basis ofindustrial structure and talent structure adaptation is established quantitative calculationmethod, namely: establishing efficacy function.Empirical research:①In this paper, four municipalities directly under the centralgovernment of the present situation of the industrial structure and talent structure isanalyzed, and found the following contradictions: talent distribution imbalance betweenindustries, talent local excess and homogeneity obvious lack of high-level talents,talents and so on.②Based on the scholars at home and abroad for reference, the research oncooperative learning method, and the research achievements of industrial structure andtalent structure, on the basis of selection of Beijing, Tianjin, Shanghai and Chongqingfour municipalities directly under the central government to the data in2000-2012, thetemporal link to the selected26corresponding indicators, degree value-evaluationlevel of adaptation.③To the empirical results from the total adaptation, link adaptation degrees as well as the specific efficacy index function analysis in three dimensions, found that thefour cities of adaptation degree of industrial structure and talent structure is on the risein13years, but the overall level is not high, the highest in Beijing, a moderatecoordination; Shanghai second, belong to low coordination; Tianjin and Chongqingcame in third and fourth, for the weak degree of coordination. Generate and utility twolink is Beijing in the future to improve overall coordination level should conquer thebottleneck link.Finally, according to the measured results of index model and the comparativeevaluation, rise up in view of the structure of talent into the four stages-generation,corresponding countermeasures and suggestions.
