Research On Management Efficiency Supervision In Daqing Oil-field Enterprise Infrastructrue Project

Enterprise efficiency supervision，as characteristic of state-owned enterprisesand a part of the enterprise management, plays an important role in the supervisionand promote enterprise to improve management efficiency and benefit. Theefficiency supervision as the key line of efficiency supervision, makes up for theshortage “to thing not to the people” in traditional sense. Based on the evaluation ofmanagement behavior of the efficiency supervision, correct management during thedereliction of duty, malpractice and rewards or punish the relevant responsiblepersons, so as to control the management system. Compared with other methods,the efficiency supervision play an irreplaceable role in regulating the enterpriseinternal management behavior, strengthening management responsibilities and riskawareness, etc. In recent years, with the continuous development of Daqing oilfieldproduction, billions of dollars have been invested in oil production capacity ofconstruction projects, production maintenance projects, building maintenanceprojects, and the expenses old reconstruction project. Project construction andproject investment increasing more, construction management becomes moredifficult. The construction project supervision has become the key work of theefficiency supervision.This paper stands in Daqing oilfield enterprises, learns from the experience offoreign efficiency supervision, and analyze the status of Daqing oilfieldconstruction project in-depth. Described the characteristics that many links ininfrastructure projects, process complex, institutional shortcomings, involvingmultiple units, field projects and more and more uncertainty. Analyzed andsummarized the existing problems of construction projects of oilfield efficiencysupervision.Summarizes the project examination and approval, including with basicmanagement, bidding management, contract management, design management, sitemanagement, supervision, and material procurement management, the secondfive-year terms funds allocated to use management, contractors and subcontractorsmanagement problems. Based on the existing problems, the paper in Daqing oilfield construction project supervision system, and puts forward the detailed designfor the management of the efficiency supervision enterprise characteristics ofevaluation scheme. This thesis research results can not only supervises the oil fieldconstruction project in Daqing, but also can be supervision work of reference samples for other state-owned enterprises construction work, so as to improve theefficiency supervision level.
