With high-added value, high penetration, low resource cost and lowpollution, information service sector is the fundamental, leading andstrategic industry of national economy. Information service industry is animportant engine that drives the global economy and society in the world.All countries proved it with prioritized support and promotion as theirfundamental and strategic industry.As one of the9key areas of Shanghai’s new and high technologyindustrialization, information service industry has become the main driveof the city’s industrial upgrading and economic transformation, as well asthe important support of Shanghai Four Centers Development. In recentyears, despite of the world financial crisis impact, Shanghai’s informationservice industry maintained stable and fast growth with20%increase inthe11th five year plan.2010witnessed25.32billion turnover, which is2.5times larger than2006. This marks the our achieved goal ininnovation of a faster-growing information service industry thanShanghai service industry, a faster-growing internet service industry thaninformation service industry, and a faster-growing information serviceinnovation than Shanghai service innovation.Through comparison and analysis, this paper analyzes the successand practice of foreign information service industry. SWOT analysis brings forward the strengths, weaknesses, opportunities and challenges ofShanghai information service industry in an objective and accurate way,and tries to make points and suggestions to it from governmentperspective.
