| With the rapid development of road engineering construction in our country, theproblem of energy cost during the road engineering construction and operation isincreasingly prominent. The system of energy-saving service in road engineering underthe background of this research is of great importance.Through the analysis of the literature search, questionnaire survey and interviews,etc., the thesis analyses current situation and existing problems of the energy-savingservice of road engineering in our country, and the advanced experience of developedcountries is used for reference, the system of energy-saving service in road engineeringin China is structured which includes planning and design service of energy-saving inroad engineering, construction and maintenance service of energy-saving in roadengineering, evaluation service of energy efficiency of energy-saving in roadengineering, energy-saving materials and equipments supply service of road engineering,research and development service of energy-saving in road engineering, financingservice of energy-saving project in road engineering, education and publicity service ofenergy-saving in road engineering, related legal regime and supervision guaranteesystem. Each sub-service system influences and interacts each other, bringing itsfunction and effect into full play through the operating mechanism of supervision,innovation, incentives, public participation and fair assessment to meet theenergy-saving demand for road engineering.18general factors that influence the formation and development of the system ofenergy-saving service in road engineering are identified through text analysis andquestionnaire survey. Four main factors are extracted by using the principal componentanalysis, including legal system guarantee and the support of the policy and standard specification, the level of energy-saving technical and professional quality,energy-saving products supply and financing service level of energy-saving project, theevaluation level of energy efficiency. Problems are explicated to be solved in the courseof formation of energy-saving service system in road engineering in our country at thepresent stage, which include that the relevant laws and regulations are not perfect andlack of implementation and effective supervision; the development of energy-savingtechnology service in road engineering and the application of energy-saving materialsand equipment lag behind; authoritative evaluation standards of energy efficiency isscarce; energy saving project financing services need to be improved; professionalservices and talents are deficient and lacking in the platform of energy-savinginformation service.With regard to these problems, some countermeasures andsuggestions are put forward from further improving the relevant laws and regulationsand policies standards of energy-saving service system in road engineering; establishinga unified energy-saving evaluation system of road engineering as soon as possible;focusing on the development of the third party audit evaluation institutions;implementing various incentive policies; expanding applicable objects and scope of theincentive policy; improving the energy-saving technical service level; establishingdiversified financing channels and effective information platform, etc..The research results will be helpful to promote the formation and development ofthe system of energy-saving service in road engineering in our country. It providesscientific theoretical basis for energy-saving and sustainable development in the field ofroad engineering in our country, and supplies valuable decision-making reference forrelated departments to formulate policies and programs. |
