A Study On Administration Service System Of Building Energy Saving In China

Because basic management of building energy saving is not enough, the policy of building energy saving is relative backward, administration service system couldn't be built. Therefore, making effective policy and creating an administration service structure based on our current state situation is the pressing task to improve building energy efficiency.Firstly, from the point of creating administration service system of building energy saving, it compares the differences between national administration service system in building energy saving and overseas, and puts forward policy strategy and measures according to our state situation; Secondly, it is suggestive to establish a range of encouraging policies for construction sector, such as energy code and certificate system, new technology service program, example project and policy support and intensifying the international communication and cooperation; Thirdly, through comparing and summarizing, it points out that the healthy development of administration service system of building energy saving is the prerequisite in the building energy saving market, and it also discusses the future direction of sustainable development of the market. The purpose of the thesis is to propose a scientific theory basis and method for the implement of the policy employed in the administration system in building energy saving.Through the comparison between the domestic and foreign building energy saving services system, it is found that China government has not implemented the incentive policy very well on building energy efficiency. The new energy efficiency technology is not mature and energy saving statistics is lagging behind. China government doesn't perform well on the guidance of the energy service related to the construction. Further it puts forwards five suggestions, to establish incentive policy for the energy-saving sector in the building industry; to improve the administration service system; to establish energy code and certification system; to get supportive policy by leading of example project to promote energy saving projects; to strengthen the communication and cooperation between countries. It aims at promote the healthy development of the building energy saving industry, by implementing such measures as economy, policy and technology to adjust the interests of enterprises and public, and strengthening the awareness of building energy saving among the consumer and so on.
