Performance appraisal is always the most attention topic of the enterprise andscholar’s. In terms of current business conditions, performance appraisal facing moreand more competition in the market and any other inconclusive pressures.Especially,some enterprises did not pay much attention to the management in theearly inflatable development stage.Thus most enterprises will face more seriousproblems in the management when they reach a certain stage of development.Management problems become the biggest blocks of enterprise’s development. Theperformance appraisal becomes the prominent trouble in many managementproblems,thus it is the focal and difficult point of the enterprise reform.Manyenterprises in the performance appraisal is still using the traditional assessmentmethods, common indicators of performance appraisal is not clear enough, thesubjective factors in the evaluation person, evaluation standard too general issues suchas performance, the reform is difficult to support the healthy development ofenterprise. It is easy to say, how to carry out performance reform has become one ofthe most important issues in current enterprises face.In recent years, the Balanced Scorecard (BSC), key performance indicator (KPI),key successful factors (KSF),360degree appraisal and so on,appraisal methods hasbeen widely used in the enterprise. In effect, the performance of different assessmentmethods have different emphasis, for example BSC has the main emphasis onenterprise development strategy of layered, KPI focuses is on the management indexdecomposition of the strategic goal of enterprise development as a series ofmeasurable,360degree appraisal mainly focus on one subject in the appraisal processevaluation system. In this study, several evaluation methods together, learn from eachother, try to be objective, strict to establish the performance evaluation systemsuitable for the enterprise.This research is based on the literature research method and managementconsulting practice to a medium scale project management enterprises (Z) case studyof performance management reform. First, access to relevant literature, to grasp thestatus of this study; and then through the management consulting practice to find outZ company’s current performance appraisal problems; then using the BSC, KPI and 360degree evaluation methods to reform the performance evaluation method for thecompany, and solve the core problems of the current Z performance appraisal by themost prominent in the reform in the end, the formation of the new performanceappraisal system of Z company, complete, the stage is the focus of this study, thisstudy categorized by four dimensions of BSC macro to business strategy, and thenthrough the critical success factors (KSF) find the key events in each dimension, andthen use KPI to each event for quantification of specific indicators assessment,through the leading scoring average each dimension corresponding weights, the actualoperation of the360degree appraisal; and the new performance management systemwas analyzed the application effect of actual effect and improvement; at the end ofthis research were discussed and proposed.
