The measurement of technical efficiency can reflect economic innovation and overtaking ability. In order to measure technical efficiency, this paper firstly discusses two new approaches and compare the relative performance with both proposed methods. Based on the normal production function parameter method, the relative exponential maximum output and redundancy of inputs can be obtained by employing DEA model on the logarithm of inputs and output data so as to find the best practice by the method one. In the method two, by addictive DEA model, a piecewise parametric DEA frontier is determined first by DEA efficiency decision making units. And then the input-and-output-based technical efficiency could be estimated by the classical definition of technical efficiency. The empirical study is from state-owned and non state-owned enterprises above designated scale all over the country during 2006-2008. It was shown that method one is more robust to outliers in the data set.Based on method one, the relative efficiency of regional resource areas in Heilongjiang is measured from 2000 to 2008 with DEA window analysis. Heilongjiang is rich in resources and this paper has provided an analytical basis to reinforce the sustainable development of resource-based cities.
