A Study On Expressway Group Management Pattern In Hebei

The expressway has been developing rapidly in Hebei province during the period of11th five-year plan and it broke through4000kilometers by the year of2010which madeHebei the third place in China. Hebei province is located in Beijing-Tianjin region andspecial location plays an important role in the transportation of Hebei province. With thespeeding economic integration of the Beijing-Tianjin-Hebei region, the transportation ofHebei province is keeping increasingly close contact with Beijing and Tianjin. On May22,2013, Cooperation framework agreement between2013and2015was signed by thegovernments of Beijing and Hebei, and eventually formed a "1+9+3"pattern which willmake Hebei province one of the most important parts of the capital and its environs. Asan important part of the infrastructure, so it matters pretty much to the whole capitaleconomy region. Hence, it is particularly important to construct a set of expresswaymanagement mode which suits the reality of Hebei province.Based on the brief introduction of the expressway management modes all over theworld, this paper tells the development history of Hebei’s expressway management system,as well as a SWOT analysis about the current management mode in Hebei, and it focus onthe weakness of the current management mode. This paper mainly combines the trend ofexpressway of integration and puts forward that Hebei should build the expressway groupunder the guidance of clearly established ownership, well define power and responsibility,separation of enterprise from administration and give it a framework of groupmanagement mode which includes three levels of professional management structure whichmain body is the group-the managers-the son companies. Further it gives a system ofgroup management mode include the significance/principle/function of the mother and soncompany/content and the function of the government in the structure of group management.Through the analysis from preliminary practice of group in some provinces, establishingthe comprehensive evaluation model of expressway management mode with Fuzzy AHPmethod, further illustrates the advantages of group mode, and proves that groupmanagement is also feasible in Hebei province. The paper enriches local expresswaydevelopment theory, and it will promote the development of the expressway managementsystem in Hebei.
