Research On The Operations Management Of Ji-Cao Expressway Service Area

The Service Area plays a very important role in a expressway management system, which not only helps the transportation environment, but also supplies the comfortable safety working area for the staffs and some social economic benefits. Ji-Cao expressway, an important pass way of Customs both on land and sea in North-east China, opening and operation time is not long and the existing facilities in the service area is not perfect. It has meaningful practical significance to study the planning and management of service area in Ji-Cao expressway.This essay focus on the operation management of Ji-Cao expressway’s four service areas. Including: 1) The study of the operation management mode on expressways. To give the operation management mode and countermeasures of Ji-Cao expressway, the writer compares and analyses several operation management modes which are common in domestic and foreign, 2) Research on service level evaluation of service area, Propose service level classification and grading standards of main functional facilities in service area; compare the service level of the multi service area system and order the system by using the distance comprehensive method; analyze the rationality of the parking facilities in the service area and give optimization suggestions. 3) Analyze the main risk sources and risk points of the service area by using safety check list method; do the risk assessment of service area by using the method of risk assessment. 4) The safety management system of service area has four main subsystems: management policy, management mechanism, management system and manage emergency plan; in combination with the safety management requirements of the service area, the safety management measures are given from the aspects of the management organization, management system, education and training, safety management work and so on.
