Current Situation And Management Countermeasures Of Coastal Fishery In Zhoushan City

Zhoushan coastal fishery is the traditional basic industry,which has played an important role in Zhoushan's social progress,the improvement of people's living standards and the increase of fishermen's income in Zhoushan.With the development of China's marine fishery,Zhoushan coastal fishery economy has developed rapidly over a period of time,but subsequent problems are more prominent,such as fisheries development,fishing production,resource restoration,and so on,coastal fishery management contradictions are more exposed.How to repair the marine ecology of coastal fishery,restore the coastal fishery biological resources,strengthen the management of coastal fishery,to achieve the transformation and upgrading of coastal fishery,is not only the needs of the construction of Zhoushan,but also the key to realize the sustainable development of coastal fishery.Therefore,it is very important to study the management countermeasures of Zhoushan coastal fishery.Combining with the reform of fishery management system in China,based in Zhoushan coastal fishery production survey,and the current situation and difficulties of Zhoushan coastal fishery management system,considering economic,social,technological,ecological and other factors,analyzes the characteristics of coastal fishery,puts forward some management measures and suggestions.First of all,this paper defines the conception of coastal fishery and fishery management,discusses the current domestic and international fishery management theories,analyzes the characteristics of coastal fishery.Secondly,according to the investigation of current situation of coastal fishery in Zhoushan City,it is concluded that there are serious problems in many ways,such as,the dilemma of depletion in coastal fishery resources and traditional resources,the serious conflicts of fishing grounds and the hidden danger of foreign fishing vessels,the chaos of coastal fishery management,the messy of fishing operations,the decline of fishing production,the social security system problem.Thirdly,it introduces the current fishery management system in Japan,including the fishery rights system,the fishery permitting license system and the fishery adjustment committee system which can be used for reference.It explores theenlightenment of Zhoushan coastal fishery management: pay attention to civil organization,concrete and perfect fishery regulations,the improvement of scientific research system,orderly market management.Finally,based on the theory of fishery management,the existing problems of Zhoushan coastal fishery production,the characteristics of Zhoushan coastal fishery and the experience of advanced coastal fishery management in Japan,this paper puts forward the countermeasures to reform and innovate the fishery management system of Zhoushan coastal fishery.There are:the establishment of access to the marine fishery system,the establishment of the marine fishing rights system,the establishment of dialogue mechanism between the government and fishermen,the construction of coastal fishery autonomous organizations,the implementation of co-management;at the same time the introduction of a number of supporting policies and measures: scientific planning of coastal fishery,industrial structure adjustment,widening jobs,increaseing the proliferation and release,promoting the construction of marine ranches,especially the two state-level marine ranch demonstration areas.Through the study of Zhoushan coastal fishery management countermeasures,the purpose of sustainable development of Zhoushan coastal fishery is realized by promoting the protection and restoration of marine ecology and fishery biological resources in coastal fishery,and it is expected to play a certain demonstration effect on the management of coastal fishery in China.
