Study On Sustainable Development Strategy Of Fisheries In Zhoushan City

Zhoushan archipelago is in the northeast of Zhejiang Province, which has extremely rich and valuable fishery resources. However, the fishery resources in Zhoushan City currently has been gradually moving towards resources exhausted state because of the long-term uncontrolled fishing, the destruction of the environment, and low level of breed.The next phase of China's development goal is to "build a marine power", and to rational develop and utilize the marine resources to human. To ensure the sustainable development of marine fishery resources, many areas of our country and abroad are gradually attaching importance to fisheries resources conservation and management measures and has enacted many laws and regulations since the beginning of 1990 s. But generally speaking, these measures did not achieve the desired effect, which is because there are some defects in the conservation of fishery resources, on the other hand, the management of the conservation of fishery resources and fishing in Zhoushan is no advanced. Therefore, by improving and perfecting fishery resources conservation and fishing regulations and administrative measures during the later stages of development to ensure a healthy and stable level of Zhoushan fishery resources and sustainable development of the far-reaching.Firstly, this paper expounded the present situation of the utilization of fishery resources in Zhoushan from Zhoushan aquaculture, fishing industry and ocean fishery, and analyzed some existing problems, such as in mariculture, general practitioners and quality is not high,breeding sea pollution is serious, the breeding process of disease prevention and control; in the fishing industry, over fishing, marine fishery resource decline; in the pelagic fishery,fishing gear and fishing methods core technology is not advanced, pelagic fishery company loss is severe, the seabirds of manslaughter and other issues. Then it summarized the situation of Zhoushan Fishery Resources Conservation and the problems appeared in the process of management, for example, the marine fishery administrative law enforcement capacity is weak, mass fishing management mechanism are not built yet, and analyzed the following main reasons : Marine fishery law enforcement capacity building is not enough in-depth; marine fisheries resources management system is not perfect, the local fishermen's awareness of the protection of fisheries resources is not deep enough. Finally according to the overall situation of the fishery resources in Zhoushan City, it proposed strategy of sustainable development of fisheries resources and reasonable management of resources in Zhoushan and worked out a specific plan for future stable, healthy and sustainable development of specific methods, including to improve the marine fishery resources management system, to effectively improve the marine fishery resources and ecological environment, to accelerate the conservation of fishery resources, to carry out a wide range of fishery resources protection related publicity and education activities, to explore the establishment of the prevention and treatment of special protection organizations.
