Urbanization is the symbol of social progress, which is the necessary process of history, all countries pay great attention to the development of urbanization. Agriculture is the foundation of national economy and the survival of the people. It is important in such a large population in China particularly. Since agriculture was put forword in China,many scholars have studied it. In the early stage we only improve single aspect to improve the agricultural production technology. And then the achievement of industrialization, urbanization and informationization are applied to improve agriculture,now we put forward to make new urbanization, industrialization and agricultural modernization coordinated development, is not only the reform of policy but also the development of the concept. At present our country is in the rapid development of the new urbanization process, the role of new towns to promote the rational use of new urbanization brings advantages, vigorously develop the agricultural modernization, in turn, using the fundamental function of agriculture a solid foundation to the development of new urbanization. Henan Province, shouldering the national food security, is a large province of agriculture and population, is very important to the development of agricultural modernization. At present, in the national strategy, the Central Plains Economic Zone policy guidance, Henan Province proposed innovative new urbanization leading "three" coordinated development, is under the new situation of Henan Province comprehensive and objective detailed grasp, stimulate their motivation of agricultural modernization, and promote the level of agricultural modernization in the new urbanization under the guidance of.
