Risk Management Research Of Water Transport Engineering Contract Under EPC Mode

The risk of project supervision has gradually by academic circles and the operation of the project areas of concern in the recent period of time. The construction phase of the project in the surviving time will encounter many risk of invasion, and there will be all kinds of unknown costs, so the comprehensive research on risk management of all items in the presence of the theoretical level and operational level significance. System this premise of general contracting mode of water transport project implementation based on risk supervision research and case analysis.This paper first studies the general contracting mode of risk supervision and regulation means necessarily step, given the risk factor to identify ways and links. Against the EPC pattern water transport engineering, the paper mainly from the point of view of the primary contractor identifies risks, establish the risk assessment model, using hierarchical analysis method to study and evaluate the risk factors, the risk types based on EPC projects often face and put forward the corresponding risk management plan and risk control measures response to the risk measures.A certain Ore terminal project of Hebei Province is taken as a case. According to EPC project characteristics, EPC risks are analyzed by using system analysis method, and comprehensive evaluation theory. The main contents and achievements are as follows:(1) Because most traditional projects contain contents far less than EPC project, EPC project has more risks. Under the premise of comprehensive study and analysis of the general contracting projects in the EPC, according to the FIDIC about the EPC contract and related documents, data, the paper sums EPC project risks of Water Transport Engineering, analyzes the major risk of the contractor of Water Transport Engineering. These works lay a solid foundation for the general contracting risk management of Water Transport Engineering.(2) The risk assessment is the basis work of risk management. The main task of the risk assessment is to sort and evaluation in accordance with the degree of importance of the identified risk factors, and eventually to evaluate the overall level of risk of the entire project. About EPC risk management responses, according to the specific circumstances of the EPC project, it could deal with the risks using methods such as risk avoidance, risk transfer and risk mitigation maximum extent possible to reduce the potential risk of loss.(3) The paper gets the dates through the questionnaire, then adopts the Analytic Hierarchy Process to quantitative analysis of risk factors of Water Transport Engineering, and proposes appropriate risk response measures. Of course, the specific projects should have the specific analysis and assessment, in order for the contractor to provide effective risk management basis.
