With the arrival of a new round of economic reforms, market-oriented process of Chinese economy will further accelerate, this also means that more Chinese enterprises will face more brutal competition.In this background, the implementation of strategic management has become the development trend of enterprise management, and build a strategic business performance appraisal system for enterprises will contribute to the implementation of strategic management. Balanced Scorecard is a new and advanced strategic management tool, it is gradually being accepted and used by the academia and the business community.In this paper,we construct a strategic operating performance evaluation system for the C Survey and Design Company based on the principles of the Balanced Scorecard, hoping to help improve strategic management level of the company.This paper introduces the theory and knowledge about the Balanced Scorecard and strategic management, laid a solid theoretical foundation for the development of later.Then combine with the C Survey and Design Company for itself, carry out a detailed analysis of its performance evaluation of the status quo and point out where the problem lies, and point out the necessity and feasibility of introducing the Balanced Scorecard to this company. Then,through the analysis of decomposition about the company’s development vision and overall strategic objective, from financial, customer, internal processes, and learning and development of four departments gives out more detailed strategic objectives,And draw a strategic map, combined with the strategic objectives we select 27 evaluation segments, and use the expert scoring method and AHP to endue weight for these indicators.Then, by comparing actual and target values of the indicators, combined with the Comprehensive Evaluation we give a simple evaluation about the four dimensions of the BSC,Finally,we give a more detailed evaluation about the comprehensive strategic performance management of the C survey and design company, and give suggestions to improve the strategic management.
