With the advent of the era of knowledge-economy, more and more small and medium enterprises begin to enter the field of science and technology. For the high-tech SME, the knowledge-based scientific and technological talent is an important subject. Currently, many high-tech small and medium enterprises are short of the effective incentive and constraint mechanism, it leads to the high flow of talents. It makes the development of enterprise difficult. So how to stabilize and maximize the value of staffs is a serious problem of the high-tech small and medium enterprise.The incentive and constraint mechanism of talents, many domestic and foreign scholars have conducted the in-depth research. On this basis, the thesis conducts a research on the knowledge worker of HQ enterprise, summarizes some problems existed in terms of human resources on incentive and constraint mechanism. Based on OA management system, the thesis presents an operable and effective performance appraisal method about knowledge workers such as the R & D personnel, the sale personnel, the engineering and technical personnel, etc., and proposes the targeted incentive and constraint mechanism, to use information technology means in the technology-based small and medium enterprise to effectively assess performance appraisal and efficiently manage.I hope that the research and discuss in the thesis will play an effective role in the improvement of the incentive and constraint mechanism in the small and medium enterprise.
