The21st century is the era of knowledge economy, knowledge and the innovation to become the mainstream, they are promoting economic and social development of the decisive factor. Hi-tech industry will gradually become the mainstay of the era of knowledge economy and the new economic growth point, small and medium-sized hi-tech enterprise’s high-tech industries, and as the main force of the knowledge and innovative carrier-knowledge-type employees of the enterprise management, become the key is to keep sustainable competitive advantage is the core. Fully mobilize knowledge-worker’s enthusiasm, initiative and creativity is a powerful means. At present, small and medium-sized hi-tech enterprises in knowledge staffs attention and to a larger than ever before, in the aspect of knowledge employee motivation did a lot of effort and adopted measures have obtained some achievements, but there still incentive and lack of suitable for the current conditions effective incentive strategy. This paper aims to solve small and medium-sized hi-tech enterprises imperfect incentive strategy and knowledge-based staff turnover, the work initiative, lack of creativity, etc.Based on the literature analysis, comparison, interview, questionnaire survey methods, design the policy research theory research of comparative research studies, and EXCEL2003, SPSS17.0and statistical data, data AMOS7.0as descriptive analysis, reliability and validity analysis tool.In this paper the small and medium-sized enterprises, high-tech enterprises and the relevant theory of the knowledge-type employees, established under the premise of small and medium-sized hi-tech enterprises and the definition of knowledge-based employees for developers define especially. In view of the small and medium-sized hi-tech enterprises and the features of the knowledge-type employees, the analysis of knowledge-based employees incentive theory research and empirical research, on the basis of the relevant strategies and motivation of the knowledge-type employees work reward for leading demand factors, personal growth, working independently, business, working environment, and the design of the small and medium-sized hi-tech enterprise knowledge-based employees demand and satisfaction of elements to survey ", through the investigation concluded that the basic situation of the knowledge-type employees and requirement factors.we needs and satisfaction, and analyzes the basic situation of sorting and difference. To the individual needs, motivation, and the general rule of action, based on knowledge-based employees with demand and satisfaction of elements to construct the difference, small and medium-sized hi-tech enterprise knowledge-based employees incentive model from the salary system, and career planning, enterprise culture, perfecting the psychological contract, etc.
