Repeated construction is a kind of byproduct in high-step development of Chinese economy,which becoming a serious problem.Due to its industrial characteristics, energy industry has become a severely afflicted area of redundant construction. This paper starts with the perspective of“promotion tournament mechanism”model to prove that local government authorities have great incentive to make repeated construction for short-term benefits. Also,we want to find a solution which could keep officials ’ utility and reduce the degree of redundant construction.In terms of model structure, this paper established the model based on classic "promotion tournament model research of theoretical model.This model is not only the continuation of the classic model, but also for the energy industry and our country officials to the original assessment index model is improved, officials used mathematical model to prove that the development of the motivation and conditions of the energy industry, at the same time proved that the repetitive construction caused the welfare loss to the whole.Secondly, using the shan,gan, jin, the relevant data of four provinces, the four province industrial structure are compared with other provinces, the results show that the four provinces are highly consistent in the industrial structure.Innovative significance of this paper is that the previous study of redundant construction from the aspects of administrative decentralization, fiscal responsibility,and local officials to regional economic development way, direction of impact has not fully considered.This article from the "promotion tournament" this one Angle, repeated construction cause of problem and the solution more stereo.
