As China's urbanization process speeds up and vehicle ownership increases, urban traffic problem has become a constraint for economic and social development in China's major cities and for urban constructions. It is a fundamental way to give priority to the development of urban public transport for easing traffic pressure on the city. The public transport hub, which serves as transfer site between public transport system and other transport modes or as transfer site among different transport lines or as links among many kinds of passenger transport modes, has become an important component and node in the urban transport system. To construct urban hub scientifically and rationally is an important strategy that can benefit the integration of the traffic systems, solve the traffic problem, improve land consolidation, and realize urban sustainable development. It is also a concrete manifestation of realization of a conservation-minded society and implementation of the scientific concept of development. The construction of public transport hub and joint development of its surrounding areas has become the international urban development trends.At present, the hub construction in Jinan is still in the initial stage. On the one hand, there is not a transport hub of the real sense. On the other hand, the relationship among hub design, construction, management and operation needs to smooth in order to support the hub construction. The key issue to be resolved in the urban construction in the near future is how to start to build 60 hubs identified in the general plan of Jinan city.This paper consulted advanced experiences in international hub construction, compared lessons and experiences of domestic urban hub. Based on the actual situation in Jinan, it analyzed the key factors in the process of hub construction from politic and technical levels. The feasible countermeasures and advices on programming, design, construction, operation management, investment and financing problems related to hub were also put forward, which can guide the scientific development of hubs in Jinan .The conclusions of this paper are as follows:(1) Enact special programming of public transport hub. Make priority to developing urban public transport as the core; Enact special programming and implementation plan for the public transport hub further; Revise the programming in a timely manner.(2) The government should to play a leading role in the process of hub construction; the functions of government departments should be clarified. A unified platform should be established for the integration of administrative institutions, which will create a good external environment for hub construction.(3) Establish the public transport hub investment company of Jinan. Establish Jinan hub construction Management Company, which adapt to the market system with clarity of the powers and responsibilities and with moderate competition. The Hub company's goal is to effectively deal with key issues such as the construction capital, technology and land. The hub serves as a liaison to all the departments in order to promote fast and good development of the hub and surrounding areas.(4) Unified Planning of Land Reserve for Hub Construction. The land supply modes of different types of hubs should be separated rationally and the issue of land ownership should be solved. There are three land supply modes according to the hub types. For the single function hubs, which are pure public facilities, its construction lands are identified as urban infrastructure construction ones. The land of this allocation is free of charge. For the single function hubs built with service facilities, the land can be obtained by allocation, the operating facilities which are difficult to be divested from the hubs can be handed to the community in the form of land lease. For the comprehensive development hubs, the land may be supplied in combination with the surrounding area.(5) A diversified investment and financing system should be established in order to ensure the hub construction funding. Seek diversified investors, establish a diversified investment and financing system, set up long-term support and incentives policies, encourage the use of social and private capital in the construction of public transport hub.(6) A reasonable mode of operation and management should be established. Coordinate the hub ownership, management rights and usufruct through "separation of hub management and transportation" model.
