With the development of economy and the improvement of people’s living standard, floricultural products have become an important consumer goods of Chinese people especially the urban residents, the floriculture has developed rapidly and has become a new industry with broad prospects and development potential. After 30 years of development, the floriculture has become one of the six pillar industries in Qingzhou City. The development of the floriculture is the need to readjust industrial structure, raise farmers’ incomes, promote the development of related industries.The research on the development of flower industry has the extremely important theory significance and practical significance.However, in the process of development of the flower industry in Qingzhou City, there are still a lot of problems to be solved and need to be improved. This paper analyses the internal strengths, weaknesses and the external opportunities and challenges in the development process of Qingzhou floriculture with SWOT analysis method. Advantages of flower industry development in Qingzhou City basically behave in advantageous natural condition,geographical advantage, labor resources advantage,deep flower cultural connotation. The disadvantages are mainly in 4 respects:low technology content of flower industry;single product structure,breed ageing,lack of characteristic product;low degree of professional and largescale production,lack of leading enterprises;information management imperfection of flowers,unsound market circulation system. Opportunities for flower industry progression of Qingzhou mainly behave in governmental regulation;he flower industry has promising developing prospects;the development of transport inject vivality into the flower industry;with higher standard of living and the change of people’s shopping idea,flowers demand increase;Flower Expo and other major activities contribute to the upgrade of industry development.Meanwhile,the development of flower industry in Qingzhou is facing severe challenges.The challenges mainly behave in 4 aspects:the transformation of the flower industry production styles; the flower needs change from low-grade to high-grade; "Foreign flower" will be an influx of domestic and fight for the domestic market share;The negative impact of industrial globalization.Based on SWOT analysis,drawing lessons from the successful experience of the development of flower industry in foreign countries,the author thinks that to promote the development of floriculture in Qingzhou City and eliminate the factors influencing the development of the flower industry, we can take the following measures: strengthen policy guiding, support the development of floriculture; actively cultivate leading enterprises, implemente large-scale, specialized production and marketing management; eniarge Propaganda, run the major activities, improve the people’s flower consumption consciousness; upgrade the industrial structure of flowers; cultivate the farmer professional cooperation organization actively, improve the degree of organization of farmers; Improve the scientific and technological level of flower industry, Cultivate the flower brand of Qingzhou city; perfect flower industry socialization service system, optimize the industrial environment; improvement of modern marketing system comprehensively, perfect flower trading function.
