Analysis On The Collective Forest Tenure System Achievements And Successful Experiences In City Of Ganzhou

Our country is a big agricultural country. In the urbanization process, the issues concerning agriculture, country and farmers have always been important problems in China’s economic construction and social development. Since the reforming and opening policy30years ago, the productive forces was liberated effectively through rural land system on the basis of household contract responsibility system and the issue concerning the ownership of the land was solved.30years later, from a global perspective, the CPC Central Committee has reformed the ownership of the mountains and forest called "the third land revolution "and solved the problem about who owns the mountains. So that farmers truly have the management, ownership, usufruct and disposition right of forest.This article cites the sample of4county survey and related statistical data of Ganzhou, discussed the reform of collective forest right system and the successful experience of Ganzhou. Besides, empirical analyzed the public financial support for the reform of collective forest right system performance, and puts forward some constructive suggestions for the relevant reference to the Department. Which includes the following five aspects:The first chapter; Introduction, Included the forest background, purpose and significance, as well as domestic and foreign to the reform of forest right system related literatures were summarized. At the same time, introduce the research method and technical route.The second chapter, Analysis of the collective forest right system reform current situation in Ganzhou. This paper briefly introduces the data sources; descript the current situation of Ganzhou reform collective forest right system, detailed survey of4sample counties in economic development, certification, and forest land is on the move and the different mode of operation will change.The third chapter, Analysis the effectiveness of the reform collective forest right system in Ganzhou, Mainly from the forest of financial revenue and expenditure, farmer family income, the forest land circulation situation, economic and ecological benefits of forestry and forest rights disputes resolution five aspects, summarized the4samples of collective forest right system reform in the performance before and after the change of Ganzhou.The fourth chapter, Analysis of the successful experience for the collective forest right system reform in Ganzhou. This chapter mainly from the forest to specific measures, standardized operation, the design of system and public finance four aspects detail descript the Ganzhou’s successful experience in collective forest tenure reform.
