At present, china’s resource environmental bearing capacity is close to or reached the limit, resources and environment has become an important limit restricting sustainable economic development. Environment pollution has become a problem need to overcome. To solve this problem is first to know the sources of environment pollution. Input-output trade is beneficial to high-speed economic development in China, especially after China’s accession to the WTO, input-output trade does a great contribution to economic development, therefore, a clear relation between input-output trade and environmental pollution is particularly important.This paper uses the input-output method, combines with the national bureau of statistics in 2007 promulgated I-O table, by collecting wastewater, COD, NH3-N,wastegas, SO2, waste solid in a wide range of industries in China in 2003-2011; collects the various sectors of the economy industrial added value in China in2003-2011; Collection 2003-2011, the various sectors of the economy in our country input-output trade import and export data; Measure in our country input-output trade the implied wastewater quantity, amount of COD, ammonia nitrogen, implied exhaust quantity, amount of SO2 content, implicit solid waste, analyze our country input-output trade activities and our country, COD and ammonia nitrogen wastewater, waste gas, the relationship between SO2 emissions and solid waste.The results show that the waste water, COD, NH3-N, exhaust gas, SO2, waste solid, in the process of input-output trade activities, our country is "consumption abroad, pollution in the domestic" pollution transfer phenomenon. Implied wastewater net content in input-output trade implied net of COD content in input-output trade, input-output trade in the implied net content of NH3-N, input-output trade in waste gas net content, implied net of SO2 content in input-output trade, input-output trade in the net content of solid waste are implied in 2003-2011 showed a trend of a first will later, but by 2011, the ministry of input-output trade in the implied net content accounted for 12.7% of the total domestic wastewater discharge wastewater, implied net of COD content in the input-output trade accounted for 11.4% of domestic COD emissions, implied net ammonia nitrogen content in the input-output trade accounted for 23.5% of domestic ammonia nitrogen emissions, implied net exhaust gas content in the input-output trade accounted for 7.6% of total domestic emissions, implied net of SO2 content in the input-output trade accounted for 11% of domestic SO2 emissions, solid waste implied net content in input-output trade accounted for 14% of domestic solid waste emissions, suggests that input-output trade is one of the main cause of environmental pollution in our country. At the same time, through analyzing the pollutant emissions intensity eventually learn that:under the function of a variety of factors, China’s production process, production efficiency has been significantly improved, the technical effect of input-output trade is positive effect, to improve the production efficiency, reducing emissions, implementing cleaner production. However, through to the unit pollutant emission trade surplus strength analysis, show that China’s input-output trade product structure existence question, is not conducive to reduce pollutant emissions caused input-output trade activities. Finally, this paper put forward by strengthening environmental regulation and the way of using the import and export tax rebate policy to adjust the trade structure of input-output trade process key control high pollution industry, so as to realize pollutant emissions.
