Since the 21 st century, with the rapid development of fishery economy in China, As the demand of fishery products is growing, Fishing intensity is becoming more and more big, fisheries ecological environment is destroyed, and fishery resources have been increasingly recession also, how to through the scientific fishery resource management to maintain resources renewable, control the fishery overfishing behavior, realize the reasonable development of the fishery resources and effective protection problem has been gradually attention by the people. The discussion of fisheries resources management has been deepening by people, researching from the aspects of biology、 economics、sociology and the legal system. Among them, the foreign management subject to research the management pattern of diversification is worth our using for reference. Taking the fishery resources management of congzuo city as an example, based on the public governance theory, through analyze the real problems in the development of fisheries management of chongzuo city, assessed the effect of the fisheries management.Due to lack of a perfect management mechanism, combined with the government limited management ability, lead to the fishery resources have been can not get a good protection. This article first through to the domestic and foreign research review of the management of fishery resources, according to the research status,revealed the development trend of fishery resources management.Secondly introduced the related theoretical background,main content and the developing trend of public governance, proposed the fishery resources management perspective of the public governance theory. Then through on-the-spot investigation, the plight of ChongZuo city’s fishery resources management mainly displays in:1, fishery resources management legal system is not perfect, lack of relevant legal basis, and the local government management enforcement is not enough. 2, the local fishery resources management system is not complete, lack of related system, policy and handling mechanism of public events, etc.3, Government as the single fishery managenment subject, Will easily lead the fishery resources prone to inadequate management, and the regulation will not reach the designated position, even cause the government public goods are in short supply.4, Due to lacking of the public service from government, poor management with the fisherman and low quality of the fishermen, the abuse behavior of over-fishing always happened.The focus of this article is put forward on fishery resources management solution of the problem, according to the attributes of public resources, from four aspects for advice:improving the fishery law system, strengthen the government management, set up a joint supervision to the government, fisheries organizations and fishermen masses participation resource management, all this aims to reveal the trend of the fishery resources management by the dispersible to unity, from single to diversified development trend,under the cooperative supervision of multiple main body, further strengthen the consciousness of fishermen to protect fishery resources, improve the fishermen’s relationship with the government, promote the sustainable development of fishery resources.
