The land is not only the natural resources for human survival, but also the material basis for socioeconomic development. However, the conflict between the limited land resources and the development demand for land is becoming increasingly prominent. As one of the three major land-use types, construction is the main carrier of the development. Therefore, in the background that the number of existing arable land is closing to the allowed minimum, and the land for new construction is seriously insufficient, to enhance the level of the saving and intensive utilization of construction land, will undoubtedly be the most urgent and effective choice to relieve the land supply and demand,and to keep the economy growing.Based on the theoretic and practical research, the author established a comprehensive assessment framework of indicators for construction land saving and intensive utilization, and then due to the indicators’ availability and broadness, built Wenzhou’comprehensive evaluation index system. And the evaluation contains qualitative analysis and quantitative evaluation. Qualitative analysis refers to conduct a horizontal comparison of all the cities in Zhejiang province and all counties(cities, districts) in Wenzhou, from the matching degree of the population and economic development with the construction land changes. The comparison shows that the matching degree of Wenzhou was relatively high in the whole province, and the counties’ matching degree gradually decreased from Peri-urban or coastal areas. Quantitative evaluation refers to use principal component analysis to analyze the selected indicators comprehensively. The analysis shows that the overall level of Wenzhou construction land saving and intensive utilization increased year by year, however, the GCI was moving in the opposite direction, especially the EGCI. So it’s easy to conclude that the economic development consumed much more land than it should do, and the land-use efficiency was not high. Apparently, the urgent priority to improve the overall level at this stage, is to reduce the dependence of economic development on land consumption and to improve the land-use efficiency.According to the comparison and analysis, the author researched the comprehensive potential of construction land intensive use in three areas which contains inefficient land, the unused stock construction land, and the underground space. And the potential was 32309.68 hectares. Finally, considering the potential source as an entry point, the author proposed four ways to improve, the redevelopment of urban inefficient land, the assembling of rural settlements, the upgrading of industrial land, and the utilization of underground space.
