Research On The Main Responsibility For Food Quality And Safety In Shanxi Province

Bread comes first. Food is the most basic material conditions for human survival and development. With the development of economic, scientific progress and the improvement of people’s living standards, more and more consumers are concerned about food quality and safety problems. But the level of food quality supplied to consumers is far away from the high expectation of consumers. The importance of food safety is focused because of the frequent and wanton fakes in food production and sales as well as poisonous food, which have done great harm to people’s health and life. How to guarantee the quality of food has become a hot and difficult problem in modern society. With the improvement of people’s living standards, it has practical meaning to study the food safety of our country.In recent years, malignant events of food quality and safety repeatedly occur in Shaanxi province. Among the list of unqualified food announced by Drug Administration, 14 batches of unqualified products are in Shaanxi province. Food safety problems occur one after another, causing serious personal injury and economic loss. Shaanxi Province covers an area of 2.05 million square kilometers, with a resident population of 37 million, 8969 food production enterprises and 4206 catering enterprises. Food quality affects the health of the residents of the whole Shaanxi province even the northwest. Therefore, it is necessary to study the problem of food quality and safety in Shaanxi province.This thesis studies from the perspective of responsibility. First, I take the liability subjects of food safety in Shaanxi province as the analysis objects and analyze the current situation of food quality and safety in Shaanxi province, thus drawing a conclusion that the current situation of food quality and safety in Shaanxi province leaves much to be desired. Then I analyze the current situation and reasons of government regulatory departments, the food industry and consumers, and construct a hierarchy model for the factors which influence the liability subjects of food quality and safety responsibility factors. I also analyze the weights of these affecting factors by AHP, and thus know that a lack of social responsibility and the failure of government supervision occupy larger percentages. The three main reasons are as follows: First, food enterprises hold wrong core values and fulfill their social responsibilities inactively. Customers can’t get enough information about the food as a result of information asymmetry, which puts them at a disadvantage. Second, I establish an incomplete information game model to analyze the interest relationship of government regulatory departments, the food industry and consumers, and conclude the effective methods to suppress food quality and safety problems are to strengthen consumers’ consciousness of rights safeguarding and increase penalties. At last, I construct the responsibility system of liability subjects for food quality and safety in Shaanxi, including body coordination mechanism, interest linkage mechanism and the incentive and constraint mechanism, and put forward four guarantee mechanism of operation system. That is, more disclosure of the information about food quality and safety, establishment of a valid evaluation system of liability subjects, intermediaries’ active functions and increasing penalties to enterprises making fakes.Under the guidelines of people-first policy, doing a research on the responsibility of food quality and safety problems and putting forward policies and suggestions can encourage food enterprises, government regulatory departments and consumers to implement the safety responsibility together and solve food safety problems, which can play a significantly political role in helping social stability and harmonious development of Shaanxi province. Meanwhile, they play a significantly social role in improving the food safety standards of the whole country and quality of living environment living quality. They also play an importantly economic and realistic role in promoting the food of foreign trade and revitalization of economy in Shaanxi province.
