Safety supervision of product quality has become an important issue faced bythe government regulatory agencies under the new situation. In recent years，safetysupervision of product quality gets attention of the government and scholars，a lot ofresearch has been made.But the study on the operation mechanism of safetysupervision of product quality is relatively less，and even in a blank state in somerespects. Based on the research status and according to China’s safety regulatorystatus of product quality，this dissertation built the frame structure of operatingmechanism of safety supervision of product quality by using relative methods ofgovernment control theory，motivation theory，process control theory，and thisprovided guidance and framework for the regulatory9behaviour of the government.This dissertation based on IDEF modeling method to construct the overallarchitecture of the consumer products quality and safety risk monitoring processcontrol mechanism; introduction and learn from the the RAPEX and NEISS，designed RCSRI, consumer goods Hazard Analysis.
