With the rapid development of urban-rural integration in our country, thus, the highways as the infrastructure construction along play a key role in the information communication, material circulation, adjustment of industrial structure and other materials. Along with the constant deepening market operation of the highway in our country, it is gradually formed to build theme and construction forms diversification in the new development model. Only the pre-investment cost control and budget, the economic and developed win-win can be achieved.In recent years, the domestic organizations with advanced management concepts and adequate finance begin to actively explore new investment management model for highway construction projects. In this context, the “BOT+EPC” mode is proposed and put into practice in the highway construction project. This new type of highway project management mode means that under the BOT financing mode, the EPC general contract management will be applied during the project construction phase.As the owner and capital holder of construction projects, the project company is dominating the investment control process, not only responsible for the overall management of the project construction phase, but also for estimated investment benefit after the project operation. Therefore, from the angle of owners, the researching significance is within the highway “BOT+EPC” project investment control.Although the scholars in home and abroad have made some efforts in the construction investment control theory, investment control system establishment and investment control measures summarizing, the current study does not cover all areas of the highway project investment control, the achieved results are not satisfactory. The certain non-adaptive is existing between control measures and the “BOT + EPC” mode. The traditional mode based on the view of project investment control cannot be effectively embodying the “BOT+EPC” project such as the participants’ mutual benefit, win-win, checks and balances, resource sharing, integration value-added ideas.In a word, the highway “BOT+EPC” project investment control is looked on as the researching study in this thesis. Combined the basic theory of investment control with the project governance, after the systematic analysis of control importance and existing problems in the highway “BOT+EPC” project, the highway “BOT+EPC” project investment control is researched on the basis of the contract governance and relationship governance. The social network analysis method will be built in the social relation network within the highway “BOT+EPC” project investment control system stakeholders and carried on the quantitative analysis, aiming at propose appropriate investment control strategy to ensure the effect of the project investment control.
